Critical Design Rules:
- Segregation: The Psych Wing should be entirely "Staff Only" access or "Secure" access. Do not let general population prisoners wander in.

- No Yard: Avoid outdoor yards for insane prisoners. They can climb fences or get contraband thrown over.
