Final "Last Resort" Solution

If nothing above works, the activation file is permanently corrupted or tied to a dead Windows profile. You have two choices:

Do the same for the GTAV.exe file located in your game installation folder.

"Offline activation data could not be loaded. Please launch the game while connected to the Internet."

Warning: Editing the registry is risky. Back up your registry before doing this.

  • Epic’s offline mode is less reliable. Launch Epic online, start GTA V once, then use Epic’s offline mode toggle.
  • If error persists, add -scOfflineMode as a launch argument in Epic → GTA V → Settings → Additional Command Line Arguments.

  • Move suspected activation/cache files to a backup folder, then restart game to regenerate.
